Manistee County Proposal

Manistee County Medical Care Facility Millage Renewal Ballot Proposition

• Shall the County of Manistee renew a previous voted increase in the tax limitation imposed under Article IX, Section 6 of the Michigan Constitution on general ad valorem taxes within Manistee County, Michigan, for a period of five (5) years, 2026, 2027, 2028, 2029 and 2030, inclusive, by up to 0.5000 mills ($.50 on each $1,000 of taxable value), to be used as payment of the financial obligation of the County of Manistee for the support and operation of the Manistee County Medical Care Facility; and shall the County levy such renewal in millage for said purpose, thereby raising in the first year of such levy an estimated $760,012?

Arcadia Township Proposal 

• Proposal Renewal of Increased 1.2 Mills for Fire Protection Shall the expiring (in 2025) previous voted increase in the limitation on general ad valorem taxes in the Township of Arcadia imposed under Article 9, Section 6 of the Michigan Constitution. which has been reduced to 0.9713 mill by required millage rollbacks, be further renewed at and increased to not more than 1.2 mills ($1.20 per $1 .000.00 of taxable value) and be levied of, 5 years in 2026-2030, inclusive, on all taxable real and personal property in the Township of Arcadia for disbursement to the Township of Arcadia for the purpose of fire protection, thereby raising an estimated $120,431.00 in the first year the millage is levied

• Proposal Renewal of Reduced 0.1 Mill for Street Lighting Shall the expiring (in 2025) previous voted increase in the limitation on general ad valorem taxes in the Township of Arcadia imposed under ArticleS, SectionS of the Michigan Constitution, which has been reduced to 01942 mill by required millage rollbacks, be reduced and further renewed at not more than 0,1 mill ($0.10 per $1,000.00 of taxable value) and be levied for one year in 2030 on all taxable real and personal property in the Township of Arcadia for disbursement to the Township of Arcadia for the purpose of street lighting, thereby raising an estimated $10035.00 in the year the millage is levied, with any surplus from the levies through 2025 to be applied to the costs of a continuation of the street lighting program in 2026-2029.

Kaleva-Norman-Dickson School District Proposal

Kaleva-Norman-Dickson School District Bond Proposal

• Shall Kaleva Norman Dickson School District, Manistee, Lake and Mason Counties, Michigan, borrow the sum of not to exceed Nine Million Five Hundred Thousand Dollars ($9,500,000) and issue its general obligation unlimited tax bonds therefor, for the purpose of: erecting, furnishing, and equipping an early childhood school building and facilities; remodeling, furnishing and refurnishing, and equipping and re-equipping school buildings and facilities; acquiring and installing instructional technology in school buildings; purchasing school buses; preparing, developing, improving, erecting, and equipping athletic fields and facilities, playgrounds, structures, and sites?
• The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2026 is 1.40 mills ($1.40 on each $1,000 of taxable valuation) for a -0- mill net increase over the prior year’s levy. The maximum number of years the bonds may be outstanding. 

West Shore Community College Proposal

West Shore Community College Capital Improvement Millage Renewal Proposition

• Shall the previous voted increase in the constitutional tax rate limitation on general ad valorem taxes within the community college district of West Shore Community College, Michigan, be renewed in the amount of 0.9604 mill ($09604 per $1,000) on the taxable value of such property for a period of ten (10) years. 2026 through 2035, inclusive, subject to reduction as provided bylaw, to provide funds for capital improvements (estimated to provide revenues of approximately $4108147 in 2026)?

• The following tax increment authorities in the community college district capture and retain tax increment revenues for authorized purposes from property taxes levied by the West Shore Community College: the Downtown Development Authorities of the City of Manistee, City of Ludington, City of Scottville, and the Charter Township of Filer, and the Mason County Brownfield Redevelopment Authority. Such capture would include a portion of this millage levy. The total amount of captured tax increment revenues from such millage in the first calendar year of the levy is estimated to be $97,500.
